Welcome to the Family Resource and Youth Services Centers (FRYSCs) at Russellville Independent School District!

FRYSCs are located at R.E. Stevenson Elementary School and Russellville Middle/High Schools, serving all four schools (SES, RMS, RHS, and RIA) within our district. Each center is dedicated to meeting the needs of both students and families through various programs, partnerships, and referrals, both inside and outside the school environment. Our primary focus is to remove barriers to learning, ensuring that all students can achieve academic proficiency.

 

Mission

The mission of the statewide Family Resource and Youth Services Center (FRYSC) Program, established by the Kentucky Education Reform Act (KERA) of 1990, is to enhance students' abilities to succeed in school by developing and sustaining partnerships that promote:

  • Early learning and successful transition into school
  • Academic achievement and well-being
  • Graduation and transition into adult life

Each FRYSC center receives guidance from an advisory council and is strengthened and supported by community partnerships.

 

Core Components

The core components of FRYSC are mandated in legislation (KRS 156.496). Senate Bill 192, passed unanimously by both chambers of the Kentucky General Assembly and signed into law by Governor Steve Beshear on April 15, 2008, outlines these components.

 

Family Resource Center – Target Population: Families & children ages birth through 5th grade

Family Resource Center (FRC) core components include:

  • Full-time preschool childcare for children ages 2 and 3
  • After-school childcare for children ages 4 through 12, including full-time care during the summer and on other non-school days
  • Families in Training, which includes home visits, group meetings, and monitoring child development for new and expectant parents
  • Family literacy services designed to provide opportunities for parents and children to learn together and promote lifelong learning
  • Health services or referrals to health services

 

Youth Services Center – Target Population: Families & youth in middle school through transition to early adulthood

  • Youth Services Center (YSC) core components include:
  • Referrals to health and social services
  • Career exploration and development
  • Summer and part-time job development for high school students
  • Substance abuse education and counseling
  • Family crisis and mental health counseling
